Analysis
The North Central Texas Council of Governments (NCTCOG) issued a Call for Projects for the Transportation Alternative Program (TAP) which is funded using Federal funds. One type of project that falls within the TAP guidelines is Safe Routes to School. Grand Prairie identified four (4) Safe Routes to School projects which were submitted for funding. This submittal was supported by Resolution No. 4695, passed and approved on May 20, 2014. The four projects we submitted were selected. These are projects which, because of terrain, utilities, or slope issues, are more expensive and difficult to build. The construction is funded using 80% Federal funds, and although there is typically a 20% required match from the City, we have been approved to pay the City’s 20% match with Transportation Development Credits (TDC). Although the construction costs are paid by Federal and TDC funds, the City is responsible for the engineering plans and environmental clearance which must meet Texas Department of Transportation (TxDOT) specifications. This contract is with Dannenbaum Engineering for $63,958.99 to prepare the construction plans and environmental assessment for TxDOT approval.
