Analysis
In the mid 1980s the U.S. Army Corps of Engineers (USACE) constructed a levee that would prevent the Trinity River from flowing past the City of Grand Prairie landfill. The maintenance of the levee was assigned to the City.
Over the years, the levee has been maintained by Public Works and inspected by USACE. Recognizing an increasing amount of erosion and possible slope movement, a study was commissioned in 2012, to determine the movement of the levee.
In December of 2012, two inclinometers were installed down the slope and results were derived from data collected, which suggested that there was measurable movement.

Two excessive rainfall events, of May 2015 and November 2015 have caused greater damage to the levee and have precipitated the need to deploy a remedy immediately. In March of 2016, the City advertised for
a consulting firm to evaluate data and recommendations already in existence and to recommend a design that will bring the levee back to it's original form and function while minimizing future damage.

Request for Qualifications #16100 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to forty vendors. There were no Grand Prairie vendors available for this commodity. Five responses were received as shown on Exhibit A.

Freese and Nichols provided the highest scoring proposal and is recommended for award. This project will be accomplished in phases. The first phase will produce an alternative analysis and the second phase will proved plans, specifications and construction management necessary to implement the selected remediation method.
