Analysis
On August 4, 2015 Council awarded Price agreement for heating, ventilation, air-conditioning (HVAC) equipment services from Enviromatic Systems through a national inter-local agreement with BuyBoard in the amount of $300,000.
Change Order #1 will add HVAC, lighting, generator monitoring, and other building controls for Kirby Creek Natatorium, Environmental Services’ Field Office, Auto-Pound, Fire Station 7, Fire Station 2, Development Center, Veteran’s Building, Main Library, PSB, and the Tourist Center in the increased amount of $225,000. The total value of the contract, if CO#1 is approved, will be $525,000.00.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.
BuyBoard saves money by pooling the impressive purchasing power of their members, including hundreds of school districts, municipalities, counties, other local governments and nonprofits across Texas. The service agreement includes installation and repairs of HVAC equipment (including system controls and monitoring hardware). The services will be available for planned and unplanned maintenance, repairs and installation of related equipment.
BuyBoard contract 458-14 began October 1, 2014 and will expire September 30, 2017.
Financial Consideration
Payments for these services will be charged to various departments' approved budgets.
