Title
Resolution supporting a Department of Justice, Community Oriented Policing Services (COPS Office) grant application to fund six (6) six sworn police officer positions for three years in the amount of $1,490,162. Cash match totals $740,162 ($207,245 in year one, $244,253 in year two, $288,664 in year three). The city will be responsible for full funding of the six requested positions beginning in year four.

Analysis
The Grand Prairie Police Department continues to seek opportunities to strengthen one of its core values; the development of vital community relationships. With the understanding that 21st Century Policing will require “mutual trust and cooperation” with community leaders and stakeholders, the Department continues to focus on building these collaborative relationships. The creation of the Foot/Bicycle Patrol Unit will enhance, maximize, and sustain this community engagement.
In order to staff this initiative, the Department has identified the COPS Hiring Program (CHP), which provides funding directly to law enforcement agencies to hire and/or rehire career law enforcement officers in an effort to increase their community policing capacity and crime prevention efforts. The 2015 CHP grants will cover up to 75 percent of the approved entry-level salary and fringe benefits of each newly-hired and/or rehired, full-time sworn career law enforcement officer over the three-year (36 month) grant period with a maximum federal share of $125,000 per officer position. If The Department successfully the funding of the six (6) sworn police officer positions, grant recipients must retain any CHP-funded officer positions awarded for at least 12 months immediately after the 36 months of Federal funding has ended for each position.
