Analysis

On April 13, 2016, the City entered into an agreement with Insight Research Corporation in the amount of $45,000 to provide planning statstical support services for examining the fiscal outcome of alternatives in support of community planning and economic development goals. This support was beneficial for the City's 4A and 4B corporations, financing options, zoning overlay districts, tax increment reinvest zones, special districts and other comprehensive planning considerations.

 

Change Order/Amendment No. 1 in the amount of $4,999 was approved by the City on February 3, 2017, providing additional planning support services for examining the fiscal outcome of alternatives in support of community planning and economic development goals.

 

The current Change Order/Amendment No.2 in the amount of $15,000 allows for additional economic analysis service for planning FlexTRAK development simulation model (DSM), fiscal impact of land use, annextion and zoning changes and future land use plan options.

 

Revised contract amount will be $64,999.

 

Financial Consideration

State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $50,000.  With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $50,000 without additional Council approval.

 

Funding in the total amount of $15,000 is available in Street Capital Project Fund (400192) WO#01708601 (FY17 Misc Eng) 61039 (Prof Services)
