Price agreement for Asphalt Releasing & Cleaning Agents from Professional Coating Technologies, Inc. at an annual cost of up to $19,625 for one year with the option to renew for four additional one year periods totaling $98,125 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term(s)

This contract is for Asphalt Releasing & Cleaning Agents, used in keeping asphalt residue from adhering to tools and equipment during application. The five vendors provided samples of the Asphalt Releasing Agent. All were evaluated by product testing. It was found that of the five submitted only one provided a lubricative coating that would coat tools and equipment, reducing clean up time and the overall quantity of product to be applied. The other samples offered little or no lubrication, leaving the material to evaporate at a rapid rate, which would allow the asphalt to stick to the tools and equipment. Of the five vendors only two provided samples of the Asphalt Cleaning Agent. Out of those two PCT's product was of a better quality and cleaned the asphalt without damage to vehicle paint.
Notice of bid #18110 was viewed by 17 vendors. There were no Grand Prairie vendors available for this commodity. There were five responses received as shown on Attachment A. Vendors were asked to provide pricing per item for all items listed. Based on submittals, Professional Coating Technologies, Inc. is the best value bid received. Annual estimated quantities are not known and may vary from year to year.
