Analysis
These vehicles will either replace existing vehicles in the fleet or add to the fleet according to the city replacement schedule. The purchase of the vehicles was included in the FY 2012/2013 Approved Operating Budgets. The four (4) extended cab pickups will be replacing 1999 pickups for Planning. Forty (40) Tahoes will be replacing twelve (12) 2005-2008 Ford Sedans for Police Patrol, adding three (3) to the fleet for Patrol, adding twenty-two (22) for the Police Take Home Program and three (3) replacing Crown Vics for Municipal Court. The Suburban will replace one (1) 2000 Suburban for Fire. Ten (10) mid-size Sedans will be replacing five (5) 2001-2004 Sedans for Police Patrol and Police Investigations and adding three (3) for Police Patrol; one (1) will replace a 1996 Sedan for Code; and the final will replace a 1998 Sedan for Water.

Bid # 13012 2013 Pickups, Tahoes and a Suburban - A notice to bidders was distributed to 416 vendors, two are Grand Prairie vendors. Two bids were received and opened November 5, 2012, including one from a Grand Prairie vendor.

The bid from Graff Chevrolet ($1,227,446) meets all specifications and is recommended using the 3% local preference allowed under section 271.9051 of the Texas Local Government Code. This section allows for the consideration of location of bidder’s principal place of business in awarding the bid if the bidder whose principal place of business is in the municipality and their bid is within three percent of the lowest bid price received.
