Annual maintenance agreement with Mass Notification Services, a sole source provider in the amount of $22,650 in year one and $25,263 in years two through five for maintenance of the Outdoor Warning Siren network; this agreement will be for one year with four (4) one-year renewal options; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
Our current All Hazards Outdoor Warning Siren system is crucial in providing prompt emergency warnings to the public who are outdoors during an emergency. Currently, the City has twenty-six (26) Outdoor Warning Sirens within city limits. With the installation of three (3) new Outdoor Warning/Flood Sirens, our network will grow to 29 sirens ensuring coverage for all major outdoor related event areas and neighborhoods. The Office of Emergency Management manages this system, which helps provide enhanced emergency warning capabilities.
The annual maintenance agreement for Outdoor Warning Siren equipment and software with Mass Notification Services will be $22,650 for Year 1, due to warranty on new units installed, and $25,263 for Years 2-5, totaling $123,702 if all extensions are exercised.
Chapter 252.022 of the Local Government Code authorizes local governments may be exempt for bidding for items available from only one source.
Financial Consideration
Funding for the annual Outdoor Warning Siren maintenance is available in FY 2018/2019 Emergency Management Grant Fund (67019006).
