Analysis
The Water Utilities Service Facility at 620 Small Hill (at Beltline) is overcrowded and inefficient, lacking space for sufficient storage of equipment and materials. This facility has evolved over time as needs have arisen and modifications made without the benefit of a master facility plan.

In May 2014, the City Council awarded a contact to the firm of Birkhoff, Hendricks, and Carter, LLP to develop a master facility plan. Part of the plan that was developed calls for improved drainage and reclamation of land that is currently an open, unimproved channel crossing a portion of the property. This reclamation will involve regrading to improve drainage, installing pipe and ancillary structures such as a headwall, retaining wall and junction box as well as concrete paving. This will provide additional space for storage of equipment and materials.

Financial Consideration
Funding in the amount of $94,490 is available as follows:

1. $80,290 is available in Water Capital Projects Fund (500592) WO #01307903 (FY13 Bldg Infrastructure WTER) 68560 (Engineer/Consult/Geotech).
2. $14,200 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO#01307903 (FY13 Bldg Infrastructure WTER) 68560 (Engineer/Consult/Geotech).
