Analysis
Two families residing at the locations listed in Attachments A and B have met all of the eligibility requirements of the HOME Reconstruction Program as described below. The City Council is therefore requested to award the bids for two residential reconstruction projects, as part of the HOME Reconstruction program to the lowest responsible bidders for the projects; Johnson Construction for $95,000 and Symone Construction for $101,543, for a total of $196,543. Johnson Construction was the lowest bidder for both projects; however, due to his current level of commitment to other projects, and to insure the completion of these homes in the prescribed timeframe, the lowest responsible bidder for one of these projects is Symone Construction.
The Housing and Neighborhood Services Department, as part of the Housing rehabilitation program, takes applications from citizens of Grand Prairie for assistance in the rehabilitation of their homes. All HNS rehabilitation programs are federally funded, with the reconstruction program being the most comprehensive rehabilitation effort. The detailed procedures and guidelines for the reconstruction program can be found in Attachment C.
The HOME Reconstruct Program has specific eligibility requirements.
