Analysis
The fire panel at Grand Prairie Memorial Library is outdated and has been problematic, therefore this system needs to be updated and replaced.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including GSA.
GSA provides state and local governments’ access to their cooperative program to purchase security and law enforcement equipment from GSA Schedule 84 and technology products and professional services from GSA IT Schedule 70 and the IT Special Item Numbers on the Consolidated Schedule.
Honeywell, Inc. through their GSA contract #GS-07F-0063H offers total solutions for law enforcement, security, facilities management, fire, rescue, clothing, marine craft and emergency/disaster response
The GSA contract began July 30, 2013 and will expire July 29, 2018.
Financial Consideration
Funding in the total amount of $91,799 is available as follows:
1. $84,273 is available in the Municipal Facilities Capital Projects Fund (405090), WO #01802303 (FY18 Fire Panel Upgrades), 63076 (Fire Alarm / Safety Repair Maintenance).
