Halff Associates was hired to design storm drain improvements to mitigate for the erosion from the storm drain outfalls at Ed Smith Court and PebbleBrook Court across the backyards draining into an existing storm drain system at the Windridge Apartments. The outfall study ranked the outfall as failed with severe erosion downstream. This project will combine two storm drain outfalls to be contained in a pipe storm drain system and drop manholes to mitigate for the drop in elevation with a proposed outfall to avoid removing the existing mature trees between the apartment and the residents.
Access to the site is very challenging. The apartment complex adjacent to the project denied temporary construction access through their property. The affected property owners have dedicated the required drainage easements and provided construction access to construct these storm drain improvements through their property.
This project generally consists of the installation of approximately 167 Linear feet of 18”, 24” and 27” storm drain pipe, two storm drain drop manholes, driveway repair and other miscellaneous and related items of work.
The consultant and staff recommend the award of this project in the total construction amount of $108,914.02 to PC Contractors, LLC as the responsive low bidder. Consideration was also given due to the tight access to the site and repairs required for this project.
Construction of this project is scheduled to begin in late August 2014 with construction completion in late October 2014.
