Analysis
The existing contract with The Bowles Group was for a term of one year with (2) one year renewal options.  A recent review of our existing contracts determined that the formal renewal has not been completed even though both parties continue to perform.  This amendment will allow for extension of the current management of employee services until March 3, 2013.  
 
The Parks and Recreation Department will be developing a Request for Proposal document for administration of 'Workforce' employees for bidding in early 2013.  Upon review, a recommendation for a new contract will be submitted for Council consideration in the spring of 2013.
 
Currently, the Parks and Recreation Department has a total of 86 and Public Safety Department has 3 employees under the 'Workforce' employee leasing program.
 
Financial Consideration
The estimated annual amount to be paid to the vendor is $1,349,081, funded within the Parks and Recreation Department's various divisional budgets.
