Analysis
The City is obligated by contract with the U.S. Army Corps of Engineers (USACE) to maintain the levee system that protects the City landfill from flooding by the Trinity River. The USACE conducts an annual inspection to ensure that such maintenance is being properly done and the levees are maintained in a safe condition.
The most recent inspection this past summer revealed that a section of the levee is beginning to fail. The purpose of this contract is to investigate the cause(s) of the slope failure and propose solutions and cost estimates. We expect this contract to be followed by an engineering contract (Phase 2) to provide design services for the identified solution(s).
Financial Consideration
Funding for a Engineering Contract (Phase I) with Cobb, Fendley & Associates, Inc. in the amount of $37,438 plus a 5% contingency of $1,872 for a total of $39,310, is available by approving an ordinance transferring and appropriating $39,310 from the unobligated fund balance in the Solid Waste Capital Projects Fund (502792), WO #01310001-03 (Landfill Levee).
