Analysis
In order to provide for development of the South Sector, the City has constructed a lift station, force main and gravity feeder lines to establish a wastewater collection and transport method to the TRA Mountain Creek Regional Wastewater Treatment Plant.
The agreement allows Mansfield to tie into the South Sector System, constructed at Grand Prairie's expense. Mansfield will make a one-time payment of $1,684,988 which is the estimated prorata cost of the system capacity that they will be using. Once the project is complete, a final "settle-up" will be calculated in order to determine the actual cost to be allocated to each city. Mansfield will construct a meter per TRA specifications and dedicate such to TRA to measure incoming flow. TRA will bill each city separately for wastewater treatment based on their metered flow
In addition to the payment for utilizing part of the capacity (capital cost), Mansfield will pay to Grand Prairie a "transportation cost" of $.10 per 1,000 gallons until actual operating costs are established. This rate may be adjusted once a year as reflected by actual costs. Since the "South Sector System" including the lift station and associated lines are now becoming "regional" due to Mansfield entering the system, the system is eligible to be transferred to TRA. When that occurs, TRA will assume ownership and maintenance of the system and the transportation cost for Mansfield will be a part of TRA operations and will no longer be collected by Grand Prairie.
Financial Consideration
No financial expenditure on the part of the City, except at the "settle up" if Mansfield has over paid.
