Analysis
There have been some citizen complaints about houses in Grand Prairie used as STRs. As such, the Development Committee asked that staff research the possibility of a short term rental (STR) ordinance. Commonly used STRs are AirBNB and VRBO. CCDC discussed this in several meetings and reviewed ordinances from other cities. After much deliberation, CCDC requested that this ordinance be limited to a registration program. Through this registration information, Code and Police will be able to have contact information in order to notify owners in case there issues with the occupants, such as noise or trash. There will be a criminal penalty if a STR owner fails to register through this program.
Financial Consideration
This is a "no fee" registration. The cost of administering the program will be absorbed through existing staff and resources.

AN ORDINANCE AMENDING CHAPTER 29 “CODE COMPLIANCE” OF THE CODE OF ORDINANCES OF THE CITY OF GRAND PRAIRIE, TEXAS, BY CREATING A NEW ARTICLE IX, “SHORT TERM RESIDENTIAL RENTALS”; PROVIDING A SAVINGS AND SEVERABILITY CLAUSE; A CUMULATIVE CLAUSE; A PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Grand Prairie desires to establish rules and regulations relating to the operation of short term residential rentals;
WHEREAS, the City Council finds that it is in the public interest to amend the Code of Ordinances to regulate short term residential rentals.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
