Analysis
The City has made significant investments to revitalize our downtown area in the past few years with the restoration of the Uptown Theater, adding a new Market Square, adding parking, working with building owners to create new facades, rebuilding sidewalks, and improving drainage. Adding to this focus on the downtown area, the City constructed a new Fire Station on the north side of Main Street to provide a modern facility that would serve the fire and EMS needs of the area. The new Fire Station was occupied in the Fall of 2014 and the previously occupied 1950’s era Fire Station has remained vacant.
To continue revitalization efforts in our downtown, the City approved efforts to repurpose the old Fire Station as a restaurant to bring more people into the area. When the funds were originally requested for the various agreements and contracts necessary to accomplish this goal, funding was allocated from the Capital Lending Reserve.
Staff is now requesting that these funds be moved into Municipal Facilities Capital Projects Fund (405090) WO #01713903. This move will allow increased tracking capabilities during the demolition, design and construction phases. It will also give the City a clear vision of the funding requirements if additional opportunities in the downtown area arise.
Financial Consideration
Funding in the amount of $2,378,767 is available by approving an ordinance transferring and appropriating from the Capital and Lending Reserve (402690) to the Municipal Facilities Capital Projects Fund (405090) to WO #01713903 (Old FS1 Revitalization).
