Title: Ordinance amending the FY 2019/2020 Capital Improvement Projects Budget; Change Order/Amendment No. 2 with Merriman Anderson Architects (MAA) in the amount of $2,538,650 for design development services, construction document production, bidding and negotiation consultation and construction administration services for the new EpicCentral retail and entertainment destination. In addition to the fee proposal provided by MAA, staff is recommending a 5% design contingency in the amount of $126,933 along with a reimbursable expenses allowance of $80,525 resulting in a total request of $2,746,108

Analysis
A publicly published Request for Qualifications (RFQ) process for Architectural design services was issued by the City on February 14, 2018 in which responses were due on March 7, 2018. The RFQ sought a professional design team of architects, engineers and all other necessary consultants to shape and implement the City’s vision for EpicCentral. The RFQ required the selected design team to be innovative, construction-cost sensitive and work as a seamless and effective partner with the City of Grand Prairie and its development consultation team.

The Request for Qualifications was very well responded to with eighteen (18) submissions being received consisting of all of the best architectural firms both locally and regionally. The eighteen (18) submissions were reviewed by the City Manager’s Office, Legal, Economic Development, City staff and the development consultation team. Submissions were shortlisted to six (6) design teams and interviews took place on March 28, 2018.
