Analysis

On January 19, 2010 the City of Grand Prairie awarded a contract to McKinstry, Inc. in the amount of $2,755,324 for energy efficiency projects (cool roofing, replacement of HVAC systems, and addition of energy management systems) on City Properties.

 

Change Order No. 1 allowed for energy efficient solar panels for City owned properties. Scope of project covered the installation of a total of 150 KW photovoltaic system, Public Outreach as defined by the Grant, and Measurement and verification of system in accordance with Section 302 of local Government Code. Buildings affected were the Main Library, 901 Conover Drive and Bowles Life Center, 2750 Graham Street.

 

Change Orders No. 2 and 3 allowed for contract contingency to be removed and allowed funds to be used for other City energy management programs. Due to contingency already built into the contract Staff recommended to separate the contingency for City control.

 

The Current Amendment/Change Order No. 4 allows for four (4) additional roof top units (RTU) for the Parks & Rec Administration Building ($42,000) and additional roofing/fascia trim for the Development Center ($10,372) and Dalworth Rec Center ($5,276).

 

Estimated additional savings per year for the additional RTU's for the Parks & Rec Admin Building is $1,298 per year.

 

Financial Consideration

Funding in the amount of $57,648 is available as follows:

1. $10,372 is available from the Municipal Facilities Capital Projects Fund (405090) WO#01101603 (FY11 Roof and HVAC)

2. $47,276 is available from the Park Capital Projects Fund (317193), WO #01001303 (FY10 Park Infrastructure)
