Analysis
The Grand Prairie Police Department currently leases covert vehicles from Enterprise Holdings, through an Interlocal Agreement with Tarrant County. Recently, the Department has experienced an unusually high number of negative customer service issues with Enterprise Holdings. The Department began researching alternatives, and has selected Acme Auto Leasing as the desired vendor to provide leased vehicles. Acme will provide a wider variety of new and slightly used vehicles to the Department at a reduced cost. The Department could save approximately $12,000 per year with the reduced rates offered by Acme.
Vernon’s Texas Statues and Codes Annotated (VTCA), Local Government Code 791, The Texas Interlocal Cooperation Act, provides that any one or more local governmental entities may contract with each other for the performance of governmental functions and for the joint use of facilities or services for police protection and for the promotion and protection of the health and welfare of the inhabitants of this State and the mutual benefit of the parties.
On March 1, 2005, the City Council passed Resolution No. 4058 (see attachment), which authorized a Master Interlocal Cooperative Purchasing agreement with the City of Plano whereby the City could make use of all the City of Plano’s agreements. Staff recommends the use of this particular agreement to enter into an annual contract with Acme Auto Leasing, LLC for vehicle leasing for a twelve (12) month term. The estimated annual expenditure will be $75,000.
