Analysis
On April 4, 2017, quotes were solicited for the exterior wall refurbishment project at Tangle Ridge Golf Course; on April 17, 2017, Home Depot, through their national inter-local agreement with US Communities, was awarded a contract in the amount of $37,974.30 to refurbish the exterior wall at Tangle Ridge Golf Course. Once the vendor started the demolition, hidden water damage and other structural damage was revealed, resulting in an additional $17,979.60 to ensure the exterior wall was stable. Inasmuch as the damage was hidden and the job had started, the additional appropriations required to complete the job were approved as an emergency appropriation. Local government code 252 allows for an exemption from the bid process for procurement necessary because of unforeseen damage to public property.
The item was presented to the Finance & Government Committee on July 18, 2017 and received recommendation for approval by the City Council.
Financial Consideration
Funding for the exterior wall refurbishment project in the amount of $37,974.30 was available in the Parks Capital Projects Fund (317193), WO #01704803 (FY17 Golf) Account 63010 and the emergency appropriation of $17,979.60 was available in WO #01704303 (FY17 Parks Infrastructure) Account 68540 for a total of $55,953.90.
