Analysis
The Unified Development Code does not have design standards for "tower signs"  The applicant is requesting this Unified Sign Plan to be approved so that they may place a 90ft tower sign on an existing theater facility.  
 
220 W. Westchester Pkwy currently is being used to operate a "Movie 16" theater.  Cinemark will be remodeling and taking this 2nd run theater to a 1st run theater.  As part of the remodel, Cinemark is requesting permission to construct a 90ft tall sign; to be placed on the north elevation as shown in the attached sign details.
 
The sign is proposed to be two sided, 81ft tall, and a 9ft aluminum pole to total 90ft to the top of the spire.  The sign will be 59ft above the parapet wall.  The total sign area is calculated at 726sqft, of that, 521sqft will be above the parapet.
 
The UDC does not address tower signs of this nature.  The UDC does address roof signs, limiting the height to 4ft above the roof.
 
Recommendation:
Because this type of sign is not listed as an approved sign in the Unified Development Code, the Development Review Committee does not recommend approval of this request.
