Analysis

Planners and architects with OMNIPLAN of Dallas will present their recommendations for the 55.5 acres at the northeast corner of IH-30 and Belt Line Road-as well as the entire 30/Belt Line corridor-at an upcoming City Council Meeting. Grand Prairie hired OMNIPLAN to prepare the draft site plan in association with the Palace Parkway extension, as was pledged to the two property owners with the exchange of rights-of-way. 

To help quantify the market feasibility of what is proposed by OMNIPLAN, Economic Development staff has worked with Catalyst Commercial to consider this area within a planned analysis of Main Street, as was funded within the previous fiscal year and carried over into FY 2018 as the “Downtown Historic District/Redevelopment Plan”.  Catalyst has agreed to create two Merchandising Plans for both locations (and a subsequent Downtown Concept Plan with implementation details) at the same cost, since they are geographically close and share some of the same characteristics and demand drivers (i.e. Lone Star Park, Uptown Theater).

Economic Development Department staff will discuss the draft Professional Services Agreement for the IH-30/Belt Line Road Corridor, as well as the subsequent Downtown Concept Plan with implementation details and marketing collateral.  Staff anticipates bringing both to Council for consideration on February 20, 2018.

 

Financial Consideration

Funding in the amount of $71,229.00 is avaliable in the Capital Reserve Fund (402590-01815703-61405).
