Analysis
This contract is for approximately 15 acres of open space mowing in the old Great Southwest Golf Course. This portion of the property has been transferred to the Texas Parks and Recreation Foundation and leased to the City of Grand Prairie, until a Texas Parks and Wildlife grant is approved, then transferred to City ownership. During this interval time period, these fifteen (15) acres are visible by Grand Prairie residents on both the east and west ends of the property and need to be maintained accordingly.
Request for Bids #17109 was advertised in the Fort Worth Star Telegram, the Slate's Electronic Business Daily, Bid Sync and distributed to 15 vendors. A total of three bids were received ranging from a low of $17,820 to a high of $29,700. The bid format included a best value matrix considering the vendor's bid amount, past relationship with the City or other municipalities, professional experience, personnel, equipment and work history/current contracts. The review committee identified Terry Rutland as the best value bid (also low bid) for this contract.
