Analysis
These bucket trucks will replace existing bucket trucks in the fleet and was included in the FY 2012/2013 Approved Operating Budgets.
 
Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services.  The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including Buyboard.
 
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
 
The Buyboard contract began December 1, 2010 and will expire November 30, 2013.
 
Financial Consideration
Funding for the purchase of two bucket trucks for Street Services is as follows:
      1. $130,000 in the Capital Reserve Fund (402590), WO #01309503 (FY13 Public Works)
      2. $130,000 in the Risk Fund (212010), 68330 (Other Vehicles)
