Analysis

Household hazardous waste is any solid waste generated by a consumer, which, except for the exclusion provided by federal law, would be considered hazardous waste.  Prior to the interlocal agreement with the City of Fort Worth, initiated in 1997, there was no acceptable disposal mechanism in place for residents of Grand Prairie.  Anytime hazardous waste is mixed with household garbage, the possibility of contaminating the landfill leachate exists.

 

Under the terms of the agreement, the citizens of Grand Prairie are able to properly dispose of household hazardous wastes by bringing it to a City held collection event or by transporting their waste to the Fort Worth Environmental Collection Center.  This fiscal year, more than 1,000 Grand Prairie residents have utilized this free service. The cost per household remains the same as last fiscal year. The proposed renewal of the interlocal agreement provides for the continuation of this program from October 1, 2015 until September 30, 2016.

 

Financial Consideration

This agreement provides for payment to the City of Fort Worth on a per household utilization basis ($47.00 per household), for a total not to exceed $81,000.  Funding for the agreement is provided in the FY 2015/2016 Proposed Solid Waste Operating Fund (5020) Budget.
