Contract for the Congregate Meal Program at The Summit with Visiting Nurses Association of Texas in the amount of $111,000, and authorize the city manager to execute the annual contract with up to four one-year renewal options, with aggregate price fluctuations of the lesser of up up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
Bids were received in the office of the Purchasing Manager on September 4, 2012, for the Congregate Meal Program at The Summit. A total of 415 notices were transmitted through BidSync and two bids were received ranging from a low of $111,000 submitted by Visiting Nurses Association of Texas to a high of $132,300. The bid is based on an estimated annual volume of 30,000 meals. The low bidder currently contracts with several local agencies including the cities of Mesquite, Seagoville, and Irving. Based on reference reviews by staff, it is recommended that the city award a contract to Visiting Nurses Association of Texas.
The Congregate Meal Program is a reimbursable contract funded through an agreement with Dallas Area Agency of Aging.
Financial Consideration
The program provides an approximate 59 percent reimbursement of costs from the Dallas Area Agency of Aging. Total funding for the meal program is $165,862 with an expected reimbursement of $97,859.
The City of Grand Prairie is responsible for product, labor, operation, and transportation costs up front. The program is reimbursed through the Dallas Area Agency of Aging at the 59 percent reimbursement rate. Funding and subsequent reimbursement will be processed through the Park Venue Sales Tax Fund, 300593-61276.
