Analysis

This contract provides for specialized welding services necessary to repair leaks, build and add water taps onto Reinforced Concrete Cylinder Pipe (RCCP) for various projects.  These jobs require specific equipment and qualified technicians certified to work on RCCP which is beyond the capacity of the City’s Staff.

Notice of bid #19114 was advertised in the Fort Worth Star Telegram and Bid Sync; it was distributed to 27 vendors. There were three (3) Grand Prairie vendors available for this commodity.  Two (2) bids were received; however, Mobile Construction withdrew their bid as shown on attachment A.

The award was based on best value criteria set up in the specification, including material markup, reputation, quality of service, price, past relationship with the city and other municipalities, if they were local, and other relevant criteria as listed in the specification.

Rangeline Pipeline Services meets specifications and is recommended for award.
