Analysis
The Lakes at Central Park with the help of a relatively low production water well have been unable to keep up with the demands of evaporation and irrigation so that the water falls remain active. A deeper more productive well is in order to address this issue.

The engineering firm of Freese & Nichols has completed plans and specifications for a new well to address this need. On august 1, 2017 a total of one bid was received for this project from Layne as follows:

Layne has previously done projects for the the City and is highly skilled in water wells.

This item was presented to the Finance and Government Committee on August 1, 2017 and the City Council Development Committee on July 14, 2017.

Construction of this project is scheduled to start the second week of August 2017 with completion in mid November 2017.

Staff recommends the construction of awarding $1,198,814 base bid and add alternate No. 2 in the amount of $84,329. Add alternate No. 2 is to provide sound walls around the project site to reduce the noise levels during well drilling operation.
