Analysis
As part of routine inspections, roof issues were identified at Tony Shotwell Life Center and moisture issues identified at the Summit. Staff recommends approval of a contract with Tri-Lam Roofing in the amount of $22,779 and a 5% contingency in the amount of $1,139 for blister repairs and sealing the damaged areas with a one ply membrane at Tony Shotwell Life Center. Tri-Lam Roofing is on a City cooperative agreement through TIPS, contract number 2092415.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including national interlocal.
The TIPS and TAPS purchasing cooperatives have joined together government entities, in multiple states, to increase their buying power in acquiring products and services; lowering administrative procurement costs; and improving OVERALL business performance at each entity. Other benefits include: Centralized Vendor Listing; e-Commerce Store; Toll-Free Help Line; Competitively Bid Procurement Process and Vendor/Member Reporting Service.
