Analysis
An area of service offered by modern library systems, not currently offered by the Grand Prairie Library System, is online streaming video. Hoopla, a product offered by Midwest Tape, is designed specifically for library customer use. Customers may check out audiobooks, music, audio-graphic novels, EBooks, movies and TV shows using smart phones, tablets, computers and web browsers. For an annual cost of $12,000, Hoopla’s inventory of 40,000+ items would be available to our customers. In comparison, we could buy 600-1,200 E-videos or E-books for that amount.
As we become a more and more mobile society, reaching customer’s wherever they are becomes an important benefit of a library system, which offers free and equal access to information to all regardless of age, background or means through connections, discovery and education.
Midwest Tape is the sole source provider of the HOOPLA streaming video service. Local government code 252 provides an exemption from the competitive bid process when an item is available from only one source.
Financial Consideration
The 2016-2017 budget has the funding in the General Fund 321310-60240 for both years of this two year contract so the entire expenditure will be with current funds.
