Analysis
The City of Grand Prairie’s FY 2016 Budget provides for the purchase of twenty (20) Chevrolet Tahoe SUV’s and three (3) Harley-Davidson Motorcycles, with related equipment.
The Police Department currently utilizes the vehicle mounted mobile video recording system designed and manufactured exclusively by L-3 Communications Mobile-Vision, Inc., (L-3). In order to maintain the integrity of a department’s system, L-3 does not allow distribution of their systems, spare parts and accessories through any other source. The City of Dallas has negotiated discounts with L-3 and this purchase price has been quoted utilizing the City of Dallas’ contract.
This purchase request includes twenty (20) additional units of the “Flashback3” in-car video system for use in Chevrolet Tahoe SUV’s, and three (3) units of the CycleVision 3 video system that are compatible for use on motorcycles or watercraft.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master Inter-Local Cooperative Agreements with various entities including the City of Dallas.
The Finance and Government Committee reviewed this item on December 15, 2015 and recommended that it be forwarded to the City Council for approval.
