Analysis

This contract would authorize Simple Recycling to collect and recycle textiles collected from Grand Prairie residents.  Collections would occur at the resident's property on the same day-same schedule as the existing recycling routes. Simple Recycling mails out orange collection bags for residents to fill with unwanted textiles and leave on the curb similar to our other recycling programs, for pick up by Simple Recycling vehicles. The vendor will then pay the City $20 for every ton collected.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including the City of Plano.

 

The City of Plano contract was effective August 24, 2016 and set to expire August 23, 2019. This contract was for an initial three (3) year period with the option to renew for two (2) additional three (3) year periods.

 

Financial Consideration

The vendor will then pay the City $20 for every ton collected.
