Title: Price Agreement with Mann Farm and Ranch for annual fertilizer purchase, in the amount of $72,797 annually, and secondary contract with Helena Chemical Company. This agreement will be for one year with the option to renew for up to (4) additional one year periods totaling $291,188, if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms.

Analysis
Parks and Recreation Department submitted their annual fertilizer needs to the Purchasing Manager for development of an annual bid request.  Notice of bid #12126 was advertised and distributed to 477 vendors.  There were no Grand Prairie vendors available for this commodity.  A total of three complete bids were received as shown on attachment A.
 
The low bid received from Mann Farm and Ranch meets specifications and is recommended for award.  The price agreement will be for one year with the option to renew for four, one-year periods.
 
The secondary vendor, Helena Chemical Company, will only be used if the primary vendor cannot fulfill the needs of the City.
 
Financial Consideration
Funds are available in various Parks and Recreation Division's operating budgets and will be charged accordingly on orders through the end of the fiscal year.  Funding for future fiscal years will be paid from that year's approved budgets.
