Analysis
On September 20, 2016, the City of Grand Prairie awarded a construction contract to Canary Construction, Inc. in the amount of $620,915.00 and approved a 5% contingency of $31,046 for a total of $651,961.00 for the Main Street Water and Wastewater Improvements behind 321 W. Main Street from Center Street to NW 6th Street project.

Construction on this project began in late October 2016. As construction progressed, several items have arisen which were not included in the original scope of work. These items include: additional water services, the replacement of some additional 10-inch water line at a connection to the existing 10-inch water line, additional water line valves fittings required to make the connection to the existing 10-inch water line, and replacement of 15-inch storm drain pipe at a water line crossing. Also included are items for quick-setting concrete, light plants, and compensation for production slowdown for constructing the water and sewer lines through the parking lot of the buildings along the south side of the 100 block of W. Main Street. The businesses present along this block use a majority of the parking spaces on a daily basis, so the contractor has agreed to construct these lines at night in order to minimize disruptions to the daily operations of these businesses.

City staff recommends this change order for $45,362.00 in light of the changes in field conditions that arose after construction began. The overall project completion date for this construction contract is March 31, 2017.
