Analysis
The FuelFocus system includes a sophisticated combination of hardware and software to manage fuel assets across the City of Grand Prairie. Assetworks FuelFocus will process the issue, receipt, and transfer of all fuel and/or fluid consumables, including commercially purchased fuel. With the integration with Assetworks FleetFocus data will be captured by Assetworks FuelFocus (such as odometer readings and hour meters) and can be validated in real-time against values stored in a single, centralized database.
Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency.
The City of Grand Prairie has master inter-local cooperative agreements with various entities including the National Joint Power Association (NJPA). The NJPA contract #051613-AWI began May 13, 2013 and will expire July 07, 2017.
The proposal for Assetworks FuelFocus installation and integration is $89,441.30, as shown in Exhibit A.
