Analysis
Uplift Grand Preparatory Academy has established 301 and 210 E. Church Street for a combined elementary and middle school. The school uses 301 E. Church Street for their classrooms and 210 E. Church Street for meals and recreation facilities. The school classes started on August 5th, 2014. This ordinance is to establish a school zone for the school with a speed limit reduced from 30mph to 20mph on Church Street during arrival and dismissal times. School starts at 8:00am with students arriving as early as 7:30am. Primary grades are dismissed at 3:30pm with middle school grades dismissed at 4:00pm, except for Wednesdays when dismissal is at 2:00pm and 2:30pm for primary and middle grades respectively. This school zone is established to be effective from 7:15am till 8:15am Monday thru Friday for morning arrivals. The school zone for dismissal effective times will be from 3:15pm till 4:30 pm on Monday, Tuesday, Thursday and Friday. On Wednesday the effective time for the school zone will be from 1:45pm till 3:15pm. School speed zone flashers and signage will be installed at both ends of the school zone and will flash only during effective times to indicate the school zone is in effect.
Financial Consideration
The revised 20 mph reduced school speed zones will be established using new school speed zone flasher assemblies and static signs. Two new school speed zone flashers are available in current inventory. The flashers were purchased from the Street Capital Projects Fund (400192), WO #01408303 (FY14 School Flashers) which has since been closed.
