Analysis
On May, 2014 citizens approve a referendum for the continuation of a 1/4 cent sales tax for Phase II Improvements to Central Park. HKS Architects was selected as the finalist for the project after an intensive review and interviews during the RFQ process. A total of 15 firms submitted qualifications and were reviewed by the City selection committee. After negotiations, HKS has submitted architectural fees for the project in the amount of $6,652,474 and a reimbursable allowance of $344,135. A separate allowance is requested for geotechnical investigation at the site of the proposed work in the amount of $55,000. Staff also requests a 3.5% contingency for unexpected expenses in the amount of $233,051.

The architectural fees are similar to the amount paid to Brinkley Sargent Architects for the Phase I Improvements project at Central Park.

The architectural design services for the EPIC Project include:

· Site Master Plan
· Incorporating conceptual revisions as required for the Phase II Improvements
· Facility program and design for up to 120,000 square foot multi-purpose recreation center with consideration for future expansion.
· Programming and design for up to 60,000 square foot indoor water with consideration for future expansion.
