Analysis

Traffic signal controller specification updated to comply with the Advanced Transportation Controller (ATC)  Standard in 2016.  The new upgraded controllers have been installed in new traffic signal locations. The upgraded controller is running Linux operating system which is not compatible with the existing 2070 controller operating system.  There is a CPU module that can be added to the existing controllers to make the existing 2070 controllers compatible to the new standard ATC controllers with Linux operating system.  There are 170 existing 2070 controllers that need to be upgraded to the new standard ATC controllers.  Each CPU module along with the software through Buy Board cost $978 for a total amount of $166,260. City staff was able to negotiate a larger discount than the standard 10% Buy Board discount. The negotiated price is $795 per module for a total price of $135,150.

 

The City of Grand Prairie does not need to competitively bid items purchased through Buy Board as the City has master inter-local cooperative agreements with Buy Board.

 

Financial Consideration

Funding for the purchase of traffic signal controller CPU module and related software, in the amount of $135,150, is available in the Capital Reserve Projects Fund (402590), WO #01914403 (FY19 Transportation).
