Analysis
The approved Capital Outlay Budget for FY 2019 includes $59,000 for the purchase of a Utility Truck. The approved supplemental budget list for FY 2019 includes $80,000 for the purchase of a multi-power unit. This combination purchase is a replacement utility truck with an upgrade. The multi-function unit is cost efficient as it provides welding, pneumatic, electrical, and hydraulic services in one unit.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. Each to perform governmental functions or services including administrative functions normally associated with the operation of government. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
Caldwell Country Chevrolet, through the Buyboard Vehicles, Heavy Duty Trucks, Police Motorcycles, Parts, and Service Labor contract (521-16), offers the Utility truck needed.
The BuyBoard contract 521-16 began 12/1/2016 and will expire on 11/30/2019.
