Analysis
The current generator located at 310 E College Street, is aged, and, its reliability has decreased. The installation of the new generator will require the use of a temporary rental generator to provide back up support to the building and the Emergency Operation Center (E.O.C.) in the unforeseen event of a power failure. The rental generator is expected for a period of three (3) months. The fuel for the new and rental equipment will be purchased through our Fleet Services Department distributor at an estimated cost of $4 per gallon of diesel.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including NJPA.
The generators and associated equipment will be purchased directly from Holt Cat through their NJPA contract #080613-CAT.
