Analysis
The city received proposals on August 5, 2015 for a pavement management system. This system would provide inspection of general conditions and detailed assessment of the city's arterial and collector streets and assign a PCI (pavement condition index) to each segment. The PCI would be a score between 0 and 100. Utilizing this information will enable us to prioritize the arterials and collector streets for the CIP program.
We utilized a committee of City employees to evaluate the proposals and scored each one. However, we realized that we had assigned invalid value points in the rating system, especially regarding the time frame in which we need this work accomplished and the coordination of the street segments with the water line segments to be integrated into the GIS system. As a result, we need to reject all the proposals and reissue a request for proposals.
