Analysis

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.

 

U.S. Communities is the leading national government purchasing cooperative, providing world class government procurement resources and solutions to local and state government agencies, school districts (K-12), higher education institutes, and nonprofits looking for the best overall supplier government pricing

 

Garland/DBS through their U.S. Communities contract 14-5903 offers Roofing Supplies and Services, Waterproofing and Related Products and Services.  Garland/DBS has held a previous contract with the City of Grand Prairie and provides roofing services as required by Facility Services. 

 

The U.S. Communities contract began January 1, 2015 and will expire December 31, 2018, with no additional renewal options remaining.

 

Financial Consideration

Funds are available in various departments operating budgets and project accounts and will be charged accordingly on orders through the end of the fiscal year.  Funding for future fiscal years will be paid from that year’s approved budgets.
