Staff contacted Dallas County in early 2004 requesting that remaining IH 30 construction funds be used for the design of the IH 20 and IH 30 frontage roads as well as the design of Gifford Street and Bagdad Road at a 50/50 match with the City. Dallas County submitted a Supplemental Agreement for the funds which was approved by Resolution 4031 at the November 16, 2004 City Council meeting. Since that time, the City has completed the design of the IH 30 frontage roads between Beltline and MacArthur and 60% of the design for eastbound IH 30 between NW 7th and Beltline. In addition, the City designed the Park and Ride Facility and the related IH 30 frontage road necessary to serve the Facility.
The IH 30 frontage roads between Beltline and MacArthur exceeded the original budget with the City funding the change orders 100% and the City funding the Park and Ride Facility and related frontage road 100%. The Park and Ride Facility and related frontage road were not part of the original agreement with Dallas County and were not eligible for 50% reimbursement. Staff requested that TxDOT use available funding ($20 million) to design and construct the IH 20 frontage road instead of the City and County funding the design. This action removed $446,700 of Dallas County funds allocated for the design of IH 20 frontage roads. Staff then contacted Dallas County about moving those funds to pay: 1) 50% of the IH 30 change orders ($149,200), 2) 50% of the design of the Park and Ride Facility and related frontage road ($260,880,) and; 3) 50% of the completion of the local share of the design o...
