Price agreement for maintenance, repair, operating supplies, industrial supplies, and related products and services (including installation, repair, and renovation services) from The Home Depot through their national inter-local agreement with U.S. Communities at an annual estimated cost not to exceed $750,000 with the option to renew for four, additional one-year periods totaling $3,750,000 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
This contract will be utilized for building repair services, renovations, upgrades and general contract maintenance services for all City owned facilities on an as needed basis. Home Depot through their U.S. Communities contract and Pro Services program offers these services to the City with an annual rebate of 5%, 20% discount on paint, and volume pricing for bulk purchases.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master, inter-local cooperative agreements with various entities including U.S. Communities.
