Analysis

On April 28, the Purchasing Department received a total of six submittals through a Request for Qualifications Proposal advertisement.  A committee of Parks, Arts and Recreation staff evaluated the submittals and narrowed the list to three firms for formal presentations and personal interviews.  Based on both the original submittals and the interviews, the Committee has recommended the consultant firm of Brandstetter Carroll, Inc. The finalist firm has provided master planning services in Texas, as well as multiple states throughout the east.

 

The firm will provide the following components as part of the Park Master Plan update process:

 

- Demographic analysis

- Review of previous master plan and other city studies

- Funding analysis

- Parks, Trails and Recreation Facilities Inventory and Analysis

- Recreation Programs Assessment

- Community Needs Assessment

- Organizational Benchmarking to comparable cities

- Survey of Community needs and participation

- Service and park gap analysis

- Capital Improvement Priority Recommendations

- Recommended Implementation Plan

- Draft Master Plan

 

Staff has negotiated a consultant fee of $130,000 for the project scope with the consultant.

 

This project was presented to and approved by the Finance and Government Committee on December 15, 2015.

 

Financial Consideration

Funding for the consultant contract in the amount of $136,500 is available in the Park Capital Projects Fund (317193) WO #01403201 (Master Plan), 61405 (Surveys and Studies).
