Analysis

The house listed in attachment A has served as the Dalworth Police Storefront for the last 20 years.  The property is deteriorated above 75% of its appraised value and is in extremely poor condition.  The city council is therefore requested to award the bid for this project as part of the REO homeownership program, to the low bidder, Johnson Construction Services, for $84,900.

The Police Department will maintain the house for 2 additional years upon completion of construction, after which the house will be sold to a Grand Prairie Section 8 Homeownership client through the Dream-Builder Program.  Qualified families must be first time homebuyers, meet the employment and income requirements, attend home ownership counseling, and be a current Grand Prairie Section 8 voucher holder.

Financial Consideration

The bid sheet for the project is attached (attachment A).  Sufficient funding is available to complete the project in REO Homeownership Program Fund.
