Analysis
The ordinance will change the authorized number of positions of "firefighters" that will reflect the successful grant award from FEMA. The Staffing for Adequate Fire and Emergency Response (SAFER) will fund 6 new firefighter positions for three years. The application to the SAFER grant was approved by City Council on 9-3-19.

Financial Consideration
The total SAFER application is $1,622,628 and the department will have a three year match as follows: Year 1 $135,219, Year 2 $135,219 and Year 3 $351,569. The matching will be funded from the FD Trust (334691-50020). After three years the 6 firefighters will need to be funded by the General Fund and at that time we will evaluate the availability of the general fund to absorb OR use attrition in year 3 to eliminate the positions. FEMA has no requirement to maintain the staffing after the third year.

WHEREAS, the City of Grand Prairie has established a fire department to provide the citizens a first class public safety response to fire, rescue, and emergency medical calls; and

WHEREAS, the department has 229 authorized positions consisting of 132 Firefighters, 39 Driver Engineers, 32 Lieutenants, 16 Captains, 7 Battalion Chiefs, 2 Assistant Chiefs, 1 Fire Chief; and

WHEREAS, the continuation of this ordinance will be in effect until modified by a new ordinance reflecting changes in the authorized positions; and
