Analysis
The City of Grand Prairie realized the need to upgrade the currently operated radio system that is used for communications in all City departments including Police, Fire, EMS and Public Works in order to achieve an enhanced interoperability with regionalization efforts and also to increase the overall daily operational capabilities of the radio system. On Tuesday, December 10, 2013 the Grand Prairie City Council approved a contract with Motorola Solutions, Inc. (Ordinance No. 9654-2014 - Citywide Radio System) for the design and installation of a new Motorola ASTRO 25 trunked radio system in the total amount of $12,400,415.00 ($11,809,919.00 contract plus $590,496.00 contingency).
During the design review it was discovered that additions and equipment exchanges needed to be made, as well as some additional work to install lighting on the main tower site to meet the Federal Aviation Administration’s (FAA) standards. The original contract value of $11,809,919.00 includes an incentivized Technology Credit of $200,000.00. As a result of this change order, the Technology Credit will be increased from $200,000.00 to $216,758.74. The net contract value will remain $11,809,919.00 and includes the increased Technology Credit of $216,758.74.
The total increase for additions and exchanges in Change Order No. 1 is $464,346.41 and the total decrease for credits and returns of $481,105.15 grosses a cumulative value of $945,451.56 and the net nega...
