Analysis
The Johnson Creek Channel Improvement Project was originally designed by the U.S. Army Corps of Engineers in 1993. The City is solely responsible for the maintenance and repairs associated with this project.
In the May/June 2015 flood events, multiple locations in the channel floor of the Johnson Creek Channel Improvement Project were damaged. The floodwaters displaced rocks and destroyed the geotextile fabric below the rocks. This contract is to design the necessary repairs to address the damaged areas in such a way to prevent similar damages from happening in the future.
The City of Grand Prairie has submitted this repair project to Federal Emergency Management Agency for consideration for partial reimbursement for the necessary design and repairs to the channel floor through the Public Assistance (PA) Grant.
Request for qualifications #17055 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 7 vendors. There were no Grand Prairie vendors that submitted qualifications. Two responses were received as shown on attachment A.
Halff Associates, Inc. provided the highest scoring proposal and is recommended for award.

Funding in the amount of $74,297 is available in the Stormwater Utility Engineer/Consultant/Geotech Operating Account (233010/68560).
